What is the Riyadh Municipal Transformation Program?

This program is one of the most significant initiatives launched by the Riyadh Municipality, designed to strengthen integration between the public and private sectors and to improve services across various areas — including urban planning, licensing, land and property management, and urban development.

As part of its framework, the program restructures all 16 sub-municipalities of Riyadh into five empowered sectors, each responsible for delivering both direct and indirect municipal services within its designated area.

In addition, the program introduces new entities known as “Madinity Offices” (My City Offices) — created to enhance public interaction, improve community engagement, and deliver customer service more closely to residents, thereby enriching their overall experience with the municipality.

Through the unified digital platform “Madinity”, launched as both a web portal and a mobile application, individuals and investors can now easily access accredited engineering offices, explore their services, and contract electronically to execute projects with greater speed and transparency.

New Services on the Platform: “Lands & Properties” and “Contracting with an Engineering Office”

Among the newly introduced services, beneficiaries can now:

• Access the “Lands and Properties” service to view detailed information about their properties and related plans.

• Benefit from the “Contracting with an Engineering Office” service to select a trusted and accredited office for tasks such as design, supervision, technical studies, and license issuance — including:

• Building permits

• Fencing permits

• Demolition permits

• Renovation permits (for both licensed and unlicensed existing buildings)

• Site preparation permits

• Subdivision and land/plot merging requests

• Survey decisions

This initiative strengthens the digital transformation of municipal services, reduces paperwork, and contributes to greater efficiency and higher quality standards across engineering projects in Riyadh.
